Küreselleşmenin hız kazanmasıyla birlikte, ekonomik büyümenin itici gücü olan dış ticaretin de artırılabilmesi için ülkelerin hangi ürünlerde karşılaştırmalı üstünlüklere sahip oldukları önem kazanmaktadır. Bu bağlamda, hem rekabetçi bir ekonomiye sahip, hem de çevre kalitesi ve sürdürülebilir ekonomik büyüme standartlarını sağlamış ülkeler, uyguladıkları politikalar açısından diğer ülkelerce takip edilmektedirler. Bu nedenle, birçok ülke, ekonomik büyüme ile birlikte oluşan çevresel dışsallıkları, içselleştirmek adına başka bir ifade ile çevre kalitesini sağlamak için bir takım çevresel düzenlemelere başvurmaktadırlar. Açıkçası, çevresel düzenlemelerin, karşılaştırmalı üstünlüklerin temel faktörü olarak görüldüğü bilinmektedir. Bu kapsamda çalışmanın temel amacı, çevresel düzenlemelerin, ülkelerin rekabet güçlerine ve dış ticaretlerine etkilerini araştırmaktır. Söz konusu çalışmadaki modeller, dinamik panel veri yöntemi ile analiz edilmiştir. İçsellik probleminden kaçınmak için ise Panel-GMM fark ekonometrik yöntemi kullanılmıştır. Verilere erişimin kısıtlı olmasından kaynaklı olarak, çalışma zaman aralığını kapsamaktadır. Çalışma sonucunda elde edilen bulgulara göre, çevresel düzenleme katılığının artmasının, ar-ge harcamaları ve patent sayıları üzerinde artırıcı etki yaptığı ortaya konmuştur. Çevresel düzenlemelerin özellikle ar-ge harcamalarını güçlü bir şekilde, pozitif etkilediği görülmüş ve dolayısıyla analize dahil edilen ülkelerde, Zayıf Porter Hipotezi'nin desteklendiği sonucuna ulaşılmıştır. Buna karşın, çevresel düzenleme katılığındaki artışın toplam faktör verimliliğinde azaltıcı etki yaptığı görülmüştür. Böylece Güçlü Porter Hipotezi'nin desteklenmediği tespit edilmiştir. Diğer bir deyişle, çevresel düzenleme katılığındaki artışın, ülkelerin rekabet gücünü azalttığı sonucuna varılmıştır. Bununla birlikte, dış ticaret açısından bakıldığında çevresel düzenleme katılığının, net ithalat üzerinde artırıcı bir etkiye sahip olduğu görülmüştür. Bu bulgu, Kirlilik Sığınağı Etkisi'nin, analize dahil edilen ülkeler çerçevesinde, desteklendiğini göstermektedir. Yenilenebilir enerji tüketiminin toplam enerji tüketimi içindeki payının, ar-ge harcamalarını artırdığı, patent sayısı üzerinde herhangi bir etkiye sahip olmadığı, toplam faktör verimliliğinde ise azaltıcı bir etkisinin olduğu tespit edilmiştir. Buna ilaveten, dış ticaret üzerinde de azaltıcı bir etki yarattığı görülmüştür. Because of the accelaration of globalisation, in order to increase foreign trade which is the driving force of economic growth, it is getting more and more important for countries about what products they have comparative advantages over each other. In this sense, the countries both having a competitive economy and having modern living facilities required for development namely the countries that provide environmental quality and sustainable economic growth have begun to have a say and policies of these countries have started to be watched closely. At this stage, these countries undergo a number of environmental regulations which are the result of rapid economic growth in order to internalize the environmental externalities that is to provide environmental quality. Therefore, in recent years, environmental regulations are seen as fundamental factors of comparative advantages. In this context, the main goal of this study is to investigate the effects of environmental regulations on the powers of rivalry between countries and their foreign trade. In this context, models have been analyzed within the framework of dynamic panel data method. In order to avoid the problem of internality Panel-GMM difference econometric method was used in this part. Due to data constraint, the models which cover scape of time were esablished and analyzed. According to the findings obtained, It was found out that increasing rigidity of environmental regulation have an enhancing effect on patent numbers and R&D expenses. It has been reached the result that environmental regulations have affected especially R&D expenses in a strong and positive way so that Weak Porter Hypothesis is supported in countries which are included in this analysis. On the other hand, It has been seen that the increase of rigidity of environmental regulations has caused the reduction of total factor productivity. Therefore, It is shown that Strong Porter Hypothesis is not supported, in other words, increasing rigidity of environmental regulations have reduced the competition power of countries. In addition, in terms of foreign trade, It has an enhancing effect on import. This finding has shown the support of the effect of Pollution Haven Effect on the countries included in the analysis. While the share of renewable energy consumption in total energy comsumption enhances R&D expenditures, it has no effect on patent number at all. It also shows a reducing effect on total factor productivity. At the same time, it has a decreasing effect on foreign trade.
