The Vast Project

I&#;ve been invited to participate in an exciting arts project in September, along with 20 or so other Australian artists of all disciplines, including some well-known musicians. We are going to spend a few days in the ghost town of Cossack, just south of Karratha on the Pilbara coast &#; and create. There are no specific requirements, we just absorb and respond to the vibe of the place. Collaboration is encouraged, and the musos will produce an album of new music.

I&#;m going to create an installation in one of the restored stone buildings, and collaborate on a photographic work with Melbourne artist Baby Guerilla. We were lucky to have visited the site earlier this year, to get some inspiration, with local artist/musician Qynn, a couple of Melbourne musos and a luthier from Perth.

A indústria de gás européia se rearranja buscando evitar a vulnerabilidade do gás russo no abastecimento do continente.

A indústria de gás européia

O gás natural é um insumo energético fundamental para o continente europeu. Para atender sua alta demanda por gás natural, os países europeus dependem fundamentalmente da produção russa e dos gasodutos que ligam seus mercados de consumo ao país do Leste Europeu. Isso significa que a Rússia e suas empresas estatais têm em suas mãos o controle do fornecimento de gás natural para grande parte da Europa. É por isso que, progressivamente, as majors europeias, como a BP e a Total, têm adotado estratégia de expansão das suas indústria de gás natural, seja em termos de produção, como de infraestrutura logística.

O mais recente relatório estatístico da BP (Statistics Review ) mostra que a Europa tem uma elevada dependência do gás russo, uma vez que quase 40% das suas importações, em , foram oriundas do país do Leste Europeu. Boa parte desse gás é controlado por suas estatais, como a Gazprom. Além disso, cabe destacar que mais de 80% do gás natural foi fornecido à Europa por intermédio de gasodutos, o que também diminui a flexibilidade do fornecimento do produto.

Esses dados apontam que o continente europeu tem uma elevada vulnerabilidade tanto para adquirir, como para transportar o gás natural que é consumido internamente. Uma redução das exportações das estatais russas ou um corte de fornecimento dos gasodutos podem ameaçar seriamente os países europeus.

Todavia, esse cenário não é exatamente o mesmo em todas as regiões. Alguns países apresentam maior dependência do gás natural russo e fornecimento por meio de gasodutos, enquanto outros países têm maior diversificação no acesso ao gás natural.

Em , na Alemanha, % das suas importações foram realizadas por gasodutos, das quais 51% originadas da Rússia. No Reino Unido e na França, respectivamente 65% e 62% das importações ocorreram por intermédio de gasodutos e apenas 15% e 24% vieram da Rússia. Tais informações sugerem que nos dois últimos países há uma estratégia para reduzir a dependência do gás russo, bem como para diminuir a obtenção do produto através dos gasodutos.

BP e Total na reorganização

Um elemento crucial para entender as diretrizes de tal estratégia é a forma de atuação das suas empresas petrolíferas no segmento de gás natural, como é o caso da BP (inglesa) e a Total (francesa). De forma geral, ambas empresas têm acelerado a produção de gás natural, bem como os investimentos em terminais de liquefação de gás natural (LGN), o que permite a exportação do gás na forma líquida evitando a necessidade do uso de gasodutos.

A BP apresentou um crescimento de 17% da produção de gás natural de a , cuja origem tem sido cada vez mais diversificada. Embora os Estados Unidos e Trinidad e Tobago tenham se consolidado como os dois principais produtores de gás natural da BP, nos últimos três anos, é notável a ascensão de Oman e do Azerbaijão como duas novas fronteiras produtoras importantes. Em , os dois países produziam milhões de pés cúbicos diarios de gás natural, cerca 4% da produção da empresa. Em , essa produção já havia se aproximado da faixa de 1 bilhão de pés cúbicos por dia, respondendo por 11% do total.

No Azerbaijão, a BP explora duas áreas, Azeri-Chirag-Gunashli (ACG) (BP 30,37%) e Shah Deniz (BP 28,83%) e detém igualmente uma série de outros contratos de locação de exploração. Em abril de , a petrolífera decidiu elevar seus investimentos no projeto Azeri Central East (ACE), no valor de US$ 6 bilhões para a instalação de uma nova plataforma offshore. A exploração de gás natural no Azerbaijão tem o objetivo de atender ao mercado europeu por meio de gasodutos dos quais a própria BP é sócia-controladora.

Além da diversificação na produção, a companhia britânica já instalou terminais de LGN em diferentes países. Os quatro terminais da BP estão localizados em Trinidad e Tobago, Angola, Austrália e Indonésia. Cabe destacar que os dois primeiros países foram responsáveis por quase 25% da produção de gás natural da BP em Ou seja, cerca de um quarto da produção já é fornecido para a Europa por meio dos terminais de LGN.

Ademais, a empresa tem realizado novos investimentos nesse segmento. No final de , anunciou o desenvolvimento do projeto Greater Tortue Ahmeyim, localizado na costa da Mauritânia e Senegal, apontado como o mais profundo desenvolvimento de gás natural liquefeito da África. Quando estiver finalizado, o terminal contará com um navio flutuante avançado, para exportar o gás natural do campo de Tortue, com estimados 15 trilhões de pés cúbicos de recursos recuperáveis de gás natural.

A Total também viu sua produção crescer significamente de a (10,5%). No entanto, diferente do caso da BP, a petrolífera tem elevado sua produção na própria Rússia que, ao longo desse periodo, aumentou de 1,3 bilhão para 2,2 bilhões de pés cubicos diários (uma elevação de 65%). A estratégia da Total foi aumentar seu controle das reservas de gás natural russo principalmente quando comprou a maior operadora privada daquele páis, a Novatek, em

Após a aquisição da empresa russa, a Total lançou no final de , em parceria com a chinesa CNPC, o projeto “Yamal LNG”, um dos maiores e mais complexos terminais de LGN do mundo. Sua construção visa transportar os imensos recursos de gás em terra da Península de Yamal, na Rússia, cujas reservas seriam superiores a 22 trilhões de pés cúbicos.

Embora o foco dos investimentos da Total em gás natural seja a Rússia, a petrolífera francesa tem construído outros terminais em diferentes localidades. Em maio de , a Total fechou por 6,7 libras esterlinas a adquisição de uma participação no terminal de LGN em Moçambique, onde a empresa busca exportar parte da sua produção de milhões de pés cubicos de gás natural. Depois da Rússia, a África é a área mais promissora na exploração de gás natural da Total.

Segundo o diretor de investigação da Woodmac, Nicholas Browne, a empresa se tornou o quarto maior vendedor de LGN, depois da Qatargas, Shell e Petronas.

Sem dúvida, BP e Total têm suportado seus países a reduzir sua vulnerabilidade frente as empresas russas detentoras das gigantescas reservas de gás daquele país. A BP tem diversificado sua produção em direção à Ásia, enquanto a Total realizou uma inserção agressiva no mercado russo, detendo o controle de um volume significativo das reservas daquele país.

As duas empresas aportaram expressivos recursos na construção, expansão e/ou compra de terminais de LGN em diferentes localidades do mundo, principalmente na África e na Ásia, onde o gás natural pode ser exportado para a Europa a um custo mais baixo.

A despeito dessas assimetrias entre as estratégias empresarias da petrolífera britânica e francesa, não restam dúvidas de que elas fazem parte de um objetivo maior da política energética de seus países: ampliar a segurança no acesso e no abastecimento de gás natural.
